Moses couldn’t be satisfied with simply seeing God’s actions, he wanted to know God’s ways. He wanted to understand God i.e. why do you do what you do?
When God revealed Himself to Moses He actually caused him to perceive His character traits. Once Moses understood His character, He then understood why God does what He does.
